There is no cost for Yosemite, however, you must have a valid and active account which means a current credit or debit card. However, I don't quite get what you are doing to reinstall Yosemite because you don't need to use the App Store directly.
Install or Reinstall OS X from Scratch
The bad news is there's no Microsoft Money for Mac but the good news is there is a clever workaround to install it for free. Microsoft Money used to be one of the most popular applications on the market to track investments but it was never released for Mac, nor was its successor Microsoft Money Deluxe. I understand that it has the ability to use the same.ofx files that Money does. Of course you can always use Parallels and run Windows in a virtualized window in order to run Money, but that seems like a lot of work if there is a Mac equivalent program available. Be sure you backup your files to an external drive or second internal drive because the following procedure will remove everything from the hard drive.
